Some facts about GVHA:
Green Valley Highlands is a well thought-out community of nine wide streets, six being cul-de-sacs, with underground utilities throughout, incorporated in 1968 by forward thinking landowners from San Marino (in Los Angeles), developing larger lots for a high-end semi-rural residential community for professionals, as a hospital and medical business park/community was in planning stages, nearby on the south side of adjacent Boulder Mountain. The incorporation of the City of Poway and it’s now highly acclaimed school district soon followed. 81 lots were surveyed, staked, and numbered (some partially graded), and sold to private owners, who were responsible for having their custom single family homes built to meet our Protective Covenant rules. The lots were marketed and sold in two phases, with 36 lots added later; Units 1&2 (lots 1-81), then Unit 3 (lots 82-117) seven years later, with slightly different rules. An example of an original still undeveloped GVHA lot is “lot 26” on Orchard Gate Road, just east of it’s intersection with Lime Grove Road, with a “starter driveway” put in by the developer.
Our development’s association now consists of 115 lot/home-owners (lot #34 was split and shared by adjacent lot owners) and one vacant lot owner, (with future plans to build). Each lot ownership constitutes a mandatory association membership, and our annual HOA assessment is the same for all lots. HOA annual assessments are currently $50; an invoice is sent annually to your home address (or address on file) by U.S. Mail mid-year, along with a notice of our annual meeting, annual privacy statement, and board officers annual election ballot. Electronic/paperless delivery became an option (with property owner consent), started in March of 2025. Electronic payment using Zelle became an option two years prior and is highly recommended for instant/secure payment of annual assessments and architectural review fees, but we still take traditional personal and bank checks.
If buying or selling a home in GVHA, the HOA property estoppel/transfer fee is $550, negotiable between buyer and seller, the default is that the seller pays. The estoppel/transfer fee goes toward service and maintenance fees of this website (and related webmail) where all our governing documents are stored, our agent completing a “Demand Request” form, providing instructions for downloading digital HOA governing documents, subdivision maps, password protected meeting minutes, financial records, declaring any other HOA related disclosures for the property being purchased, and making changes to our homeowner contact lists. No up front payments or additional “rush fees” will be requested, (payment shall be made via the escrow company at the close of escrow).
There are no common areas in GVHA. All property (other than city owned/managed streets and utilities) in GVHA is homeowner owned. The HOA board and architectural review committee is comprised of homeowners, volunteering their time and resources*. Your $50 annual assessment goes towards D&O and Liability Insurance to protect our volunteer board members, nominal business expenses, a reserve for HOA legal or other professional fees, and food and refreshments at our yearly general meeting.

*We are a registered non-profit 501(c)(4) mutual benefit California corporation. Corporate historical and accounting records are maintained per our By-Laws by our Secretary and Treasurer at their home addresses. Architectural approval records are maintained by our architectural committee chair at his home address. Core documents and records are all on this website, stored on secure and reliable server(s) by HostGator, a leading provider of website hosting services, based primarily in Houston, Texas, with primary servers in Houston, Texas and in Provo, Utah.
