Architectural approval form

The Architectural Approval form is to be used whenever you are making visible changes to your property that can be seen from the street or other adjacent and nearby parcels in our protective covenant, and any project mentioned in Section B of our Protective Covenant Rules. (Reference Cal Civil Code 4765.)  This includes paint, trim, and stucco color changes, re-roofing materials, rooftop solar and visible ground mounted solar panels, fencing, and some landscaping projects. FOR FURTHER CLARITY, READ THE FOOTNOTES AT THE BOTTOM OF THIS PAGE.  

Remember to sign page two of the form, near the bottom, in the signature section, under homeowner.  Don’t be afraid to ask us questions about the form, and what exactly needs to be submitted for your project.  (Our one architectural review form is meant for use from small projects such as paint color changes and landscape additions, up to full house builds or remodels.) 

Email the board at: info@greenvalleyhighlandshoa.com if you are submitting by regular mail, and/or paying with a personal check, to give us a heads-up and memorialize the approximate date of submitting.  

Traditional submittal method:  submit the form, with your plans, and a check payable to: Green Valley Highlands Association, to Architectural committee chair Roger Basinger at 13306 Arroya Vista Road, Poway 92064.  

New submittal method (introduced in 2024):  digital submittal is available, and preferred, to allow full board and architectural committee tracking of your approval in a timely manner.  Fill out, sign, and scan (or PDF edit) your architectural approval form (both pages), include your digital drawings or scans (if applicable) and email to:

arch-review@greenvalleyhighlandshoa.com  “Zelle” a review fee  of $30, payable to: treasurer@greenvalleyhighlandshoa.com   There are no charges for using Zelle.

The architectural committee chair, his two members, treasurer, and full board will be automatically notified by email of your submittal and payment.

FOOTNOTES:

  1. There’s been recent homeowner questions about exterior paint color choices.  Here’s the rule we follow, under our protective covenant rules, Section B 1. General: “materials, external design, color, and harmony with the better existing structures on land subject hereto.”  i.e.: don’t plan to do anything bold or weird that would be out-of-line with the rest of the neighborhood.  Just take a look at the homes on your street, for examples, and choose a color, treatment, or facade that will be in harmony with them, and include this color or material information on the architectural review form.  This also applies to roofing materials choices, the standard GVHA materials used are higher fire-rated clay or concrete tiles.
  2. If you are remodeling your house, we only care about the seeing exterior drawings, (following Davis Stirling HOA rules as a guideline).  Full up interior drawings, layouts, and interior material specs. are more than the volunteer Architectural Review Committee (ARC) needs to see.  The ARC only needs to see what it will look like from the outside.  These drawings are commonly known as elevation drawings showing exterior N,S,E,W elevation views. 
  3. If you are landscaping, let us know which type of plants or trees you wish to be approved to use.  This is due to our GVHA rules for units 1 and 2 having a landscaping view-rights clause, GVHA unit 3 has some trees that are not allowed, (unless approved by the ARC/Board), in the their rules appearance clause. 
  4. Regarding Solar Panels, we can’t deny them, but again, don’t plan to do any weird installations, like having the ugly back side of a tilt up panel bank facing the street or your nearby neighbor.  And pay the review fee, it’s a money maker for us. 
  5. We love depositing your $30 ARC review fee!  It’s one of our income streams to help us to keep our dues low.  Even if you are repainting your house with a similar color.  We’ve seen about every angle played to get around paying the $30 ARC fee.  Eventually, this can cause us to raise our annual dues. 
  6. Please allow up to 30 days for ARC review.  Our homeowner/ARC committee chair  works full time running a local architectural firm.  Additionally, the ARC form requires review and signoff by it’s three member committee.  (Our rules do have a “protection for owner” clause, to protect you, should you not hear back after 30 days.)
